Arsenal are convinced they can receive around €20 million plus bonuses for Fábio Vieira, leaving Hamburg SV facing a difficult wait in their attempt to bring the midfielder back permanently.
Vieira spent last season on loan in Germany and remains wanted by Hamburg, whose new sporting director Kathleen Krüger has publicly praised his ability to change games. The problem is that the two clubs are operating with very different ideas of what the 26-year-old is worth.
According to Hamburger Abendblatt, there has been little meaningful progress because Arsenal have no intention of accepting the kind of fee Hamburg can currently afford. The Gunners want roughly €20m plus add-ons, while the Bundesliga club hope to pay less than half that amount.
For now, neither side is prepared to move.
Arsenal convinced another club will pay for Fábio Vieira
Vieira has struggled to establish himself as a regular since joining Arsenal from Porto in June 2022.
After falling outside Mikel Arteta’s core plans, he returned to Porto on loan in August 2024 before spending the following season with Hamburg. The German club secured a purchase option as part of that deal but chose not to activate it.
That has not ended their interest.
Krüger has made clear that Hamburg would like Vieira back, describing him as an outstanding technical player who brings unpredictability, goals and the ability to change matches. She has also acknowledged the financial reality facing the club.

Hamburg therefore need what Krüger has called a creative solution. Arsenal, at this stage of the summer, see little reason to provide one.
The Premier League champions believe another club could meet their valuation and are unwilling to sell Vieira for a high single-digit fee simply to complete an early exit.
Hamburg plan depends on Arsenal running out of options
Hamburg’s position is based heavily on timing.
They are reportedly prepared to wait until the end of August in the hope that Arsenal fail to attract an offer close to €20m. If Vieira remains at the Emirates deep into the window, the Gunners may then face a choice between lowering their demands or keeping a player who is not central to Arteta’s plans.
That explains the current deadlock.
Hamburg want to pay below €10m. Arsenal are asking for more than twice that amount once bonuses are included. With such a large gap, further negotiations would have little purpose unless one club changes its position.
The risk for Hamburg is obvious. Waiting may improve the price, but it also gives other clubs time to enter the race. Arsenal’s confidence that a stronger offer will arrive could yet be justified, particularly for a player with Vieira’s technical qualities and experience in Portugal, England and Germany.
For Arsenal, the gamble runs in the opposite direction.
Arsenal’s tough stance carries its own risk
Vieira’s contract expires in 2027, so this is an important summer for his transfer value.
Arsenal can afford to reject Hamburg’s current position, but their leverage will weaken if no serious buyer emerges. Keeping Vieira for another season without a significant role would take him into the final year of his contract and increase the risk of losing him for little or nothing.
His current Transfermarkt valuation of €18m is close to Arsenal’s reported asking price, which helps explain why the Gunners believe their demand is realistic. Suitors, however, will also be aware of his contract situation and the fact he is not considered part of Arteta’s main plans.
That tension is likely to define the negotiations.
Arsenal want to avoid selling too cheaply simply because Vieira has returned from two loans. Hamburg believe the longer they wait, the more pressure will move towards the selling club.
Based on the current gap, an agreement does not look close. However, it remains too early to assume Arsenal will maintain exactly the same position until the final days of the window.
The outcome may depend less on direct talks between Arsenal and Hamburg than on whether another buyer appears.
