Liverpool and Manchester City have been warned that Feyenoord winger Anis Hadj Moussa may struggle to make the step up to Europe's elite clubs.
The 24-year-old Algeria international has attracted Premier League interest after establishing himself as one of Feyenoord's most dangerous attacking players.
However, former Ajax and PSV midfielder Kenneth Perez believes the winger's technical quality is not yet matched by the speed of his decision-making.
Kenneth Perez questions Hadj Moussa's readiness
Speaking on ESPN's Voetbalpraat, Perez praised Hadj Moussa's ability but questioned whether he could reproduce his best performances against Europe's strongest opponents.
"He possesses some extraordinary traits, but I don't think he quite has that final piece required to play at that level," Perez said.
The former Denmark international drew a comparison between Feyenoord's 1–1 draw with PSV and Real Madrid's 2–1 victory over Barcelona on Sunday.
He highlighted the speed of Eduardo Camavinga's contribution to Kylian Mbappé's winning goal as an example of the demands placed on players at the highest level.
Perez believes Hadj Moussa can produce exceptional individual moments but needs to execute them more quickly to succeed at clubs such as Liverpool or Manchester City.
He described the prospect of joining either club as "a very tall order".
Liverpool and Manchester City linked with Feyenoord winger
Hadj Moussa joined Feyenoord from Belgian side Patro Eisden in July 2024, having impressed during a loan spell at Vitesse.
He subsequently established himself in Rotterdam and signed a contract extension in July 2025, keeping him at the club until June 2030.
Liverpool and Manchester City have been linked with the winger, while Newcastle United and Sunderland were also credited with interest during the summer.
However, there is no confirmation that either Liverpool or City has opened fresh negotiations.
Perez suggested that a club such as Real Betis could provide a more suitable next step, allowing Hadj Moussa to develop before considering a move to Europe's very top teams.
Feyenoord form keeps Hadj Moussa in the spotlight
Hadj Moussa underlined his attacking quality by scoring in Feyenoord's 1–1 draw with PSV on Sunday.
His ability to beat defenders and create opportunities remains an important part of Feyenoord's attack.
The question raised by Perez is whether those qualities would translate immediately to a faster, more demanding environment.
