Manchester City's pursuit of Flamengo defender João Victor has suffered an early setback after the Brazilian club rejected an opening €10 million bid from City Football Group.

The 19-year-old centre-back is viewed as one of Brazil's brightest defensive prospects, and while Manchester City are leading the interest, the plan is reportedly for him to begin his European career elsewhere within the City Football Group before potentially earning a move to the Etihad Stadium.

Flamengo reject opening approach

According to reports in Brazil, City Football Group submitted their first proposal last week, but Flamengo immediately turned it down.

The Brazilian giants believe João Victor's value will continue to increase if he remains with the first team, and they are now expecting an improved offer after rejecting City's initial approach.

This is not the first sizeable bid Flamengo have refused. Ajax also failed with an €8 million offer towards the end of 2025 as the club remained convinced the teenager was worth significantly more.

City have a long-term development plan

City Football Group are understood to have already approved João Victor internally and see him as a player capable of progressing through their multi-club network.

Rather than joining Manchester City immediately, the defender would likely spend time at one of CFG's European clubs before potentially making the step up to Pep Guardiola's squad.

João Victor has already made 14 senior appearances for Flamengo and captains Brazil's Under-20 side. Originally developed as a defensive midfielder, he has impressed since moving into central defence thanks to his composure in possession, passing range and ability to build attacks from the back.

Key Points

  • Manchester City saw a €10 million bid for João Victor rejected.
  • Flamengo expect the teenager's value to continue rising.
  • City Football Group want to develop him through their multi-club network.
  • Ajax previously failed with an €8 million offer.
  • João Victor has already made 14 senior appearances for Flamengo.

What's next?

City Football Group are expected to return with an improved offer as they continue their pursuit of João Victor. Flamengo remain under no immediate pressure to sell, meaning negotiations could depend on whether City are willing to meet the Brazilian club's increasing valuation.

Should Manchester City increase their offer for João Victor, or is Flamengo right to hold out for a bigger fee?
